Can a california resident live in an RV outside of an RV park?

I have heard there are laws where you can "live" in an RV if rent is collected every 28 days or less. How legal is this? Is there any way to live in an RV that's not in an RV park? Do you need permits or anything? Or is it just totally illegal?
or travel trailer?
Lady willing to let me park and use hook-ups on rural-residential area. How long can I stay there? Its a 5th wheel travel trailer, not RV. Wasn't sure what to call it.

Answer:
I thought it was 14 days or less. You can not remain parked anywhere, even a camp ground, more then 14 days.

You would need to have your land zoned if you want to live outside a park. You can't just up and decide you are going to live on public property, or private property that does not belong to you.
